QAPMH decision-making procedure (approved on April 20, 2022)
A motion should be presented to QAPMH membership during a regularly scheduled meeting. Motions are worded so that they can be voted on with either ‘yes’, ‘no’ or ‘I abstain’. The agenda, shared to members ahead of the meeting, informs members that a motion will be presented. Members present during the meeting discuss and vote on the motion.

All members can vote and all votes have equal weight. Members with any perceived conflict of interest should excuse themselves from the vote. Perceived conflict of interest: The public or a third party could form the view that this member’s interests could improperly influence their vote, now or in the future.

Members present during the meeting draft a summary of the considerations that were discussed; summary is sent the day after the meeting to the QAPMH members who were absent from the meeting.

Members not present will have 1 week from the scheduled meeting that they missed to cast their vote. One reminder to vote will be sent out between the summary and the final day authorized to cast the vote. The deadline to vote will be clearly communicated in these reminders. Those absent members, who do not cast their voteby the assigned deadline, will NOT count toward the total of the votes. Those members (absent or present) who choose to abstain will be counted toward the total of the votes.

A majority of votes (more than 50% of those who voteyes/no/abstain) will determine the result of the motion, irrespective of QAPMH total membership or number of QAPMH members present during the meeting.

If the majority vote YES: the motion passes.

If the majority vote NO: the motion is denied.

If the majority vote ABSTAIN, or if there is no majority in yes/no/abstain votes: the motion may not be relevant to the interest of the members, and may need to be clarified and resubmitted.

All decisions will be documented in QAPMH agendas and minutes.
